the bars that send an item to William or let an agent act are set from his own answers: each answer is written as a ruling beside the decision it judges, and lane-check's pending, rule and calibrate set the thresholds from those rulings, so a confidence above a bar means what it says

every bar in use is a spoken rule or a seat's choice: the proposal scorer's act_at 0.8 is "Guillaume, spoken 2026-10-09 (session miadi-jev-fork1)", and its policy says nothing is calibrated from rulings yet; the study in this vessel (e37d0020) counts 1,015 decision records, 10 rulings, all William's thumbs on Mia's returns, and no calibrate run; a ruling does not name the draft it judged; Episode 562, the one use scored against outcomes, found Jev's readings no better than the base rate
